Walk in Customers Requesting HECO Excavation Clearances
The Customer Installations Department located on the 4th floor at 820 Ward Avenue receives requests for excavation clearances from our external customers.
Drop-off:
In order to best service these customers, we have designated the incoming shelf at the lobby area of the Ward Avenue Building (820 Ward Ave) as the drop-off point for the HECO Excavation Clearance form. The customer shall not submit documents directly to HECO personnel other than the HECO Security Personnel located in the lobby. The customer shall submit the following:
1.
1 set of plan(s), map(s), or sketch(es) indicating the excavation area
2.
Name
3.
Daytime phone number
4.
Address for the project site
5.
If the customer is excavating within a public right-of-way, the following form(s) shall be submitted:
a.
Site Development Division Master Application Form (C&C of Honolulu)
b.
Permit to Perform Work Upon State Highways (State of Hawaii)
HECO shall sign the form(s) and return it to the customer after the issuance of the HECO Excavation Clearance form.

This policy does not apply to Building Permits. Approvals for Building Permits should be referred to the Customer Installations Department, Administrative & Clerical Section; they can be reached at 543-7070.
